What you need to know for tomorrow’s primary election

The Annapolis Primary Election is right around the corner — Tuesday, September 16, to be exact. Here’s the quick rundown:

🗳️ Who’s Voting?

  • Only Democratic voters have contested races and should participate.

  • Republican, independent, and unaffiliated voters do not need to vote in the primary.

  • Contested Democratic aldermanic races are in Wards 1, 3, 4, and 6. However . . . 👇

  • All Democrats should vote because there’s a contested mayoral race on the ballot.

🏫 Where to Vote (7 AM – 8 PM)

You must vote at your assigned polling place:

  • Ward 1: City Hall

  • Ward 2: Michael E. Busch Library

  • Ward 3: Mt. Olive Community Life Center

  • Ward 4: American Legion Post #141

  • Ward 5: Pip Moyer Rec Center

  • Ward 6: Eastport Community Center

  • Ward 7: Eastport-Annapolis Neck Library

  • Ward 8: Eastport Volunteer Fire Hall

📬 Voting by Mail?

There have been USPS delays affecting:

  • Delivery of mail-in ballots to voters

  • Delivery of completed ballots to the Board of Elections

What to do:

  • If you requested a mail-in ballot and haven’t received it, vote in person.

  • If you get your ballot late, you may be asked to vote provisionally.

  • Use drop boxes at polling places or bring your completed ballot with you on Election Day.

📊 Results + Certification

  • Sept. 16: Only in-person votes will be reported on Election Night.

  • Sept. 23: Official canvass begins — includes mail-in, drop box, and provisional ballots.

  • Final certified results will follow and determine who moves on to the General Election on November 4.

Circuit Court clears way for City Dock construction

The Anne Arundel County Circuit Court has upheld the Annapolis Historic Preservation Commission’s approval of the Maritime Welcome Center, clearing the way for serious construction to begin after this fall’s boat shows.

The welcome center will serve as the new home for the Harbormaster and Visit Annapolis & Anne Arundel. It’ll also add showers, laundry, restrooms, and workspace for visiting boaters — part of a broader plan to modernize City Dock while protecting it from flooding and sea level rise.

The court ruled the HPC acted within its authority and followed the review process carefully.

What happened at the Naval Academy last week?

A bogus threat at the Naval Academy on Thursday led to a midshipman being shot and a law enforcement officer injured. Rumors falsely claimed that a dismissed midshipman planned to return to campus disguised as police with intent to harm people. The threat was traced to a laptop belonging to the dismissed student, who was later confirmed to be out of state.

Amid the confusion, a midshipman mistook a real law enforcement officer for the alleged threat and struck him with a parade rifle. The officer shot the midshipman in the shoulder. Both were treated and released from local hospitals.

Naval Academy officials confirmed there was no active shooter. NCIS is investigating. The academy briefly went into lockdown, but normal operations resumed Friday. Public visitation was suspended for the day.

World of Beer @ Annapolis Mall update

The long-anticipated World of Beer at Annapolis Mall hasn’t opened just yet — but progress is finally visible. Originally slated for a Q2 opening, the restaurant is taking over the former Applebee’s building. When the Capital stopped by, the exterior had a fresh coat of paint, construction crews were active, and job postings for line cooks, servers, and kitchen managers were live online. Still no signage, but it’s clearly moving forward.

When it opens, World of Beer will bring a massive selection of brews – usually about 50 on tap with a few hundred different bottles. The list is curated with input from local breweries and pairs with a food menu specially designed for beer. It’ll join existing Maryland locations in Rockville, Owings Mills, and soon, Bethesda.

No word yet on an updated opening date, but things are definitely bubbling. ($)

Chick and Ruth’s owner announces County Council run

Spencer Jones, owner of Chick & Ruth’s Delly in downtown Annapolis, is officially running for Anne Arundel County Council in District 7. The Crofton resident announced his candidacy Friday, running as a Democrat in the 2026 election.

Jones, 27, has led Chick & Ruth’s for more than four years after taking over from his late father. The restaurant just celebrated its 60th anniversary last month.

  • District 7 covers Crofton and most of South County. Current Councilmember Shannon Leadbetter, a Republican, announced in August that she won’t seek re-election.

Another week, another win. But this time, our Mids took the scenic route. After coughing up the ball on their first three drives and spotting Tulsa a 14–0 lead, Navy stormed back for a 42–23 win — their first American Conference road victory of the season.

QB Blake Horvath started the game ice cold but ended red hot. He rushed for 159 yards and a TD, threw for another, and most importantly, kept his cool under pressure. As Coach Newberry put it: “Our captain does not ever flinch.” Neither did the rest of the team. Snipe Eli Heidenreich racked up 112 yards and a score, and Alex Tecza pounded in two touchdowns of his own.

Defense? Once again, it was a tale of two halves. After a shaky start, the Mids stiffened up and held Tulsa to just 9 points the rest of the way. LB MarcAnthony Parker led with 11 tackles, and corner Justin Ross sealed the game with a pick.

🫡 Mids are 3–0, 2–0 in conference play, and averaging 44 points per game. Not too shabby.

🛏️ Next up: Bye week — then it’s back home vs. Rice on the 27th.
