TOGETHER WITH
Good morning, Annapolis. Today is officially the first day of Spring. Not that that means anything in Maryland. I'm sure we still have some below-freezing days in the near future. Regardless, let's burn some socks.
In today’s Naptown Scoop:
How City Council actually works
Watermark starts cruising
Annapolis Running Festival
Let’s get to it.

THE BEER FARM IS BACK
The Beer Farm at Homestead Gardens is now serving for spring and pouring on the fun! Join us Wednesdays through Sunday (hours vary) for 36 craft beers, seltzers, ciders and more.
Come by and SIP LOCAL AGRICULTURE in a unique, growing-centric atmosphere right next to our garden center. Enjoy locally crafted beverages while the kids run and play on the lawn, explore the playground, and take in barnyard entertainment. We are proudly pet-friendly, so bring your four-legged family members along, too.
Each week features live music and rotating food trucks, making every visit fun and a little different. Meet friends for a casual afternoon, gather with neighbors, or stop by after work to unwind.
Even better, you can sip while you shop in our store and garden center, turning a simple plant run into a relaxing outing.
Fresh air, local flavor, and room to roam. We will see you at the Beer Farm!

GOVERNMENT
Do you know how City Council works?

City of Annapolis
The City of Annapolis has a special City Council meeting on Monday. What makes it special? Well, nothing. It's just the name.
City Council has two meetings per month. The first is called a regular meeting; the second, a special meeting. Functionally, there’s no difference.
At meetings, they discuss ordinances (which make laws), resolutions (which express the will of the council), and sometimes, charter amendments (which change how the city government works).
Legislative process: Everything starts with a First Reader. Passing on First Reader just means the council is willing to discuss it. After that, legislation can go to public testimony or committee consideration. When it comes back before the Council for public testimony, that's called Second Reader. It's also when amendments get added. Finally, the third reader is the final vote on the bill in its final form. If passed, it becomes law.
Monday's meeting will see First Readers for legislation allowing the police chief to give someone access to Annapolis PD's firing range (currently only the mayor can do that) and another ordinance that would allow outdoor dining patrons to be served while standing (right now, they must be seated).
Second Readers include authorizing temporary vendors at six upcoming events in the Historic District and expanding a public paddle craft storage program at Truxtun Park.
The Council will also get a report from Public Works Director Burr Vogel, proclaim April Earth Month, and review grants and appointments. See the full agenda.
Got something to say? Sign up a half hour before the meeting at City Hall to provide public comment at a council meeting. Alternatively, submit a written comment online.
Monday’s City Council meeting starts at 7 PM in the City Council Chambers at City Hall - 160 Duke of Gloucester Street.

You don’t need medicine. You need to stretch.
Don’t take it from us. Take it from the Washington Post. As reported by health and wellness columnist Gretchen Reynolds, “If your body is flexible, you’re likely to live longer than someone whose body and joints are tight and rigid, according to the first, large-scale study of the links between flexibility and mortality.”
In the study by Claudio Gil S. Araujo, 3,139 men and women between ages of 46 and 65 completed an evaluation of overall flexibility. Researchers followed them for more than a decade. They found that people with the stiffest joints — especially women — were substantially more likely to die prematurely than those with greater flexibility. Assisted stretching decreases pain, improves posture and mobility, and increases longevity. One Scoop reader said StretchMed Annapolis literally changed his life. So what are you waiting for?
